Steven Seagal plays a Chicago cop who takes on CIA types in this action thriller from Andrew Davis (The Fugitive). Davis brings muscle to the project, including some strong set pieces that make Seagal (who also co-wrote and co-produced the film) look good. Co-stars Pam Grier and Sharon Stone also assist in this endeavour, yet nothing can really mitigate such ridiculous moments as Seagal's getting profound with a villain in his raspy monotone: "You think you're above the law. Flawed entertainment

The best bit of this film is the opening few minutes where we see Steven Seagal doing Akido, at which he is an acknowledged master - 7th Dan in fact. This is one of his earliest films and in my view, of those that I've seen, its second only to 'Under Siege'.
Its a pretty standard plot: The CIA want to assassinate a US Senator whos going to expose their dealings with drug cartels etc. Nico being ex special forces is going to try to stop them. There is plenty of action and in some ways some of it reminded me of the 'Dirty Harry' movies. Unfortunately whilst Seagal is undoubtably a real tough guy he does not have the screen presence or the acting ability of Clint Eastwood. The film has an interesting supporting cast. Sharon Stone plays Rico's wife and Pam Grier is pretty good as his partner in the Police.
In places it is just ridiculous though. Nico seems to have a magic force field around him which prevents him from ever being hit by a bullet. Believe me a lot of bullets are fired at him but none ever touch him.
To its credit it is a short film that I could happily watch again. Just don't expect too much from it.

I know this is an old film (1988) but last night in bed I saw it for the first time ever and I was impressed.
I wasn't execting much with it being STEVEN SEAGAL's debut but he picked a good film to make his debut with. There isn't many fights but the story is good enough to justify that. The other actors: SHARON STONE and PAM GRIER are good in this film too.
Chicago cop Nico Toscani (STEVEN SEAGAL) is onto something big. Suspects collared in a drug raid are allowed to walk free and Nico himself is asked to turn in his badge, he may be off the force - but he isn't out of action. STEVEN SEAGAL with this film is smashing his way into the top ranks of action stars as he tracks ex - CIA opratives trafficking drugs ... and plotting a political assassination.
Director ANDREW DAVIS (THE FUGITIVE) unleashes the fury all over the Windy City as Nico and partner JAX (PAM GRIER) close in on a psychotic crimelord.
I really enjoyed this film and I think I will buy more of his films (including the straight to dvd films). A good action film.

The best seagal film you could own it is full of shooting and aikido fight sequences and also shows that seagal is capable of a great martial arts teacher.i own all of seagals films and this is the best one of them all..If you enjoyed Hard to kill then this is the one is for you.so get out there and get your copy now!!!!
Great Overall Action Film

I was suprised when I watched Rico, most action 'heros' make terrible first films (Hercules in New York - Schwarzenegger, Cybrog - Van Damme) however Nico is by no means terrible. I would go so far as to say it is one of Segals best films.
There is actually a decent plot, the story is enthralling, filmography good and editing excellent. One other fact that makes this film excellent is the brilliant support acting. Pam Grier (Jackie Brown) is great as Segals soon-to-retire partner.
The action is fantastic as well (important in this type of film!) plenty of gun play and akido/fist-to-gut fun from Segal.
Overall a great example of the action genre and highly recomended - one of Segal's best.
Nico - Above The Law

Perhaps Steven Seagal's best film, Nico - Above the Law has all the characteristic Seagal themes that his fans appreciate. The basic premise is that rogue elements of the CIA are responsible for drug trafficing and protecting criminals who assist them. Seagal takes a dim view of this, especially towards the CIA big gun who Seagal remembers from Nam (presumably when he was taking part in some special operation, say no more). Sharon Stone and Pam Grier co-star and are typically under used, but Nico - Above the Law still feels fresh and though its take on the drugs issued is over simplified compared to say Traffic, it resonates with energy and truth.
